Based on the assumption that the coveres ultimately get sold as scrap metal -the solution is use plastic covers. Understand you can by them. I am not sure about their strength i.e. if they can take the weight of a car tyre standing on them. But I understand they can be bought. The intention would be to dicourage scrap salvagers...
